Issue: Utilization of aviation LDO/CWO billets to fill CV/CVN
and shore commands' 13XX and 10XX billets.
Background: A number of 13XX billets are not being filled on CV/CVNs.
This problem will likely continue as a result of the T-Notch
shortfall. Converting selected sea and shore 13XX and 10XX billets
to LDO/CWO designations could reduce gapped billets at sea and
also enable career progression opportunities.
Recommendation: Aviation community managers investigate desirability
of increasing the number of aviation LDO/CWO billets at sea and
ashore.

conversions. TYCOMs, etc. submit Activity Manpower Document changes
